True, but results of GM Brazil and GM China speaks for themselves vs. Ford Brazil or Ford China.

GM also did a much better job retaining market share in Australia than Ford.

Ford did better in Europe than GM but in both cases, locals were largely in charge.

They have a presence, it's just a really expensive presence to maintain because many South American countries have pretty strong local production requirements - as I recall, both Brazil and Argentina put a hefty tariff on cars produced outside the country, and so OEMs have to maintain plants in both countries. Unless you've got a massive piece of market share, that's probably a money-losing proposition.

Yeah, once Hyundai and the Chinese makes started heavily investing in Mexico and SA, it got real tight for Ford. PSA is also having some issues.
