Its when you paint the chrome surroundings of your headlights black. Notice in the front pic only the center is left 'chrome'...thats joey modding your headlights, and its called that because a guy named joey started that. If you dont want to crack open your headlights to paint them, you can always buy new headlights pre-painted like that but that costs $ so its usually a DIY mod.
