Alright I know this is the place where at least one person can tell me what is wrong with my poor baby ... Now i live in edmonton,alberta canada and a few weeks ago when it was moderately cool around +10 i drove my car for about 20 min and then left it runnin while i ran into a store to grab smoethin...when i came out it sounded like a diesel ... now after a winter oil change and now that its ccooler it still does it but just not as loud... is it my lifters?

220 000kms and the chains / lifters have not been done yet and still on the original clutch! In the next month or two I was thinking about doing all those at once because it would be smarter to have them all done while the tranny is out right? If I was going to do cams would then be a good time as well!?

Both. The parts are not expensive you might as well replace them all. Good time to do all that other work you mentioned too.

Do as much as you can while you are in there.. It is the best time to get a new clutch, lifters, chains, tensioners, and it is optional if you want cams, valve springs, head gasket, and LW flywheel. You dont want to pay to open it up 2 times do you.. If you are doing it your self its still better you do it all in 1 shot..
