I don't think your ecu needs cruise bits as the cruise control box is picking up sensors for safety and then just relaying an assumed accell position to ecu to make it gogo.

so there appears to be some confusion on this one and if I can get OEM cruise into my MkiV.. i'm up for it. Does anybody know how it can be done.. and which cars.

My point was, your comment of "the pedal moves under my foot" makes it pretty clear. In a Drive By Wire car (i.e. electronic throttle, not cable throttle) the accelerator pedal is connected to a black box on the firewall behind the dash. There are sensors in that box that detect the movement of the pedal, and send the pedal/throttle position to the ECU electronically. The pedal will not move by itself in a DBW car.

No it does not. Why would the pedal move? That just adds more motors, more linkages, and more things to go wrong - remember, our cars are cheap and built to a budget. Much better just to use the stepper motor at the throttle body and provide no feedback to the driver.
Open the bonnet, take off the cover and look at the throttle body if you want to know whether you have a cable or not.

My question was ....other than pulling off the plastic cover, what's a simple way to confirm this myself (on a MKiV, 1.6).
 
I read your question, and Timmeh and I have both answered it repeatedly. You car is non DBW. I don't understand what's so hard about pulling off a cover... takes literally 20 seconds, maybe 1 minute if you have to undo some screws.
How about sticking your head in the footwell and seeing if there is a cable attached to the right pedal? None on my DBW MkIV.

The reason I did not get the comfortline was because none of the features I would use, not even the cruise control (it sends me to sleep on long trips). I plan on putting 17 inch wheels on the car and have fixed up the stereo anyway.
But if having the cruise control is as simple as installing the stick, then may as well have it. The auto-dimming mirrors and auto wipers etc give me the shiits (having driven BMW's with this) and I drive with my lights on all of the time anyway (after being privy to the Telstra results on this issue - re 1/2 the accident rate).
The other thing that pisses me off is the rear wiper turning automatically on when reverse is selected in the rain. This shiits me to no end (am going to get it turned off).
On my next trip to Germany I am going to go to the VW factory accessory shop and pick up some dark red detail seat covers and door and interior trims etc, decent sports steering wheel, 17 inch alloy wheels, gearshift knob, etc. etc. For the same $2000 euros odd I can get a more customised finish.

so Timmeh and Klaus are both saying that your car is indeed NOTdrive by wire DBW
so does anyone know, which MKIV's are and are NOT DBW?
or MK III's and V's? cuz it seems like everyone wants to know.

so i decided not to disturb him. maybe he'll sever my brake lines cuz im so damn annoying

and thus, because of this reason, i cant stick my own head in my footwell

The throttle body on all mk4's was motorised . Cruise control works the same on all mk4's . Stalk sends a signal to ecu which in turn holds the throttle position in a set location . It then uses the speed sensor to change the throttle position . I'm pretty sure mk3's operated the way it was described earlier . Mk5's are pretty much the same . I'm not sure if the 1.6 is dbw or cable , but it shouldnt matter as the cruise works the same as mk4 . Theoretically all you have to do is fit a new stalk , re code ecu and activate cruise and it should work . Ive never tried it though so I dont know if it will work
