Hey guys, I need some help. . .Last night, I was out riding around for a bit, my car was fine. But when I turned it off, and let it sit for a little while, it wouldn't start back up! It doesn't even turn over, like, it's not even trying to start up. I was stuck on the side of 70 (just finished watching a race) and everyone was able to pull off but me! I got caught by the police

. . .I denied all racing accusations, and in the end they were able to help me in pushing my car so I could pop the clutch. That worked, and I was able to get the car home, but it still won't start.
I'm thinking maybe the starter or alternator?

Starters tend to not go out like that.
I can't believe no one has said "ignition switch" yet, because they will just go out like that.
The first time my switch went up it was just like you stated.
The second time there was a little forewarning so I caught it before it left me high and dry.
I am willing to bet your car has the same style ignition switch that MKIII's do considering it's of the same era.
They are crappy and break all the time.
It's a half an hour job to do at home, and a 1000 dollar job at the dealership......I guess you can choose.

edit: I just noticed all the people in here had either a MKII or a MKIV, so they wouldn't know the woes of a 93-98 ignition switch!
edit #2: I just looked at germanautoparts.com and sure as night follows day you have the same ignition switch that I have (and all other MKIII dudes and dudettes.
If it is that (which is probably is) I can give you a hand with it; once you see how easy it is you will ponder over how a VW dealership can keep ethics for charging so much for such an easy job.

My guess is dead battery. once you got it started, the alternator charged it back up and the new starter didnt make a difference.
I bet you bought a starter you didnt need.

once I pulled the started out, I noticed that the wire on the outside had corroded and broken. . .it was the starter
