they allow you to change the position of the top of the shock...increasing or decreasing your camber.
there's a lot of info in the suspension tech. forum

oh also, these have more than just performance benefits. they helped my fit my wheels before the fenders were rolled. the 1.5degrees or whatever was enough to tuck the tire up under and not rub.
