Hmm maybe its time to get a new cluster. But........I did splice some wires and never taped them up they were 2 grounds from the cluster, could be possible that those 2 grounds are touching and causing a funky gas gauge?

The problem is the cluster.
Not a ground issue. If it was a ground issue, your temp and tach would float around.
You can put an auto cluster in your car.
Keep in mind the mileage will be wrong.

thats fine but I'm not sure how the DMV will like it haha

Nope.
The mileage is programmed into the cluster.
It's bit bashed in with other info the cluster uses to run that particular cluster.

mine has had a problem with the fuel gauge since i got it about 6 months ago. but it doesn't just jump around, it just takes a LONG time for it to actually go up sometimes. but for some reason i noticed if i turn the car on then put my e-brake down it doesn't do it. if i do it the other way it ****s up lol. i have no idea why, but all of my other gauges haven't had any problems at all.
