fuel pump problem

hows it wired? (ce1 or ce2 harness to it)
tried replcing the pump relay?
for some reason my pump doesnt prime when i turn the key on my ABA swapped caddy, but it still runs when started....

fuel pump relay is new
test with to different ecm
ignition switch is ok
the fuel pump dont start
when I jump the relay the pump work
car does crank but no fuel
someone have an idea what could be my problem
