There are what, 1.5B Chinese people and the Govt run mobile execution chambers.
Car safety isn't much of a priority, I would guess.

They are making progress. I've pointed out countless times in countless threads that there are quite a few Chinese cars that do fairly well in crash tests.
Even ignoring that you're taking Brilliance as being representative of the entire Chinese car industry, the company itself has been improving markedly in preparation for export. The BS6, for instance, failed horribly the first time it was subjected to Euro NCAP tests; Brilliance took it back, did some more work, and wound up with a much safer car (3 stars on the Euro-NCAP).
You can see the changes here.
The BS4 is a newer model. They'll undoubtedly be improving on it.
Everyone is talking like these companies are intentionally making unsafe cars. That's as absurd as saying "European carmakers in the '80s intentionally made their cars less safe than they are today." It's a question of technology.

Funny how this BS doesn't come up when India puts out a car like the Tata Nano. Poor countries have unsafe cars.
Given that you appear to know nothing about the history of execution in China, nor about the Chinese government's push for safer cars, I'd suggest keeping your uninformed opinions on the matter to yourself.

Competent manufacturing =/= safety
competent engineering = safety
China has neither at the moment. They are getting better but not there yet.
