I cant speak specifially PA but in Ontario im told the law is your cant remove anything from the car that was installed by the OE for safety equipment and the front sway bar could be considered in that catagory.
In reality if you removed all traces of it i doubt most tech would even notice.

well i normally take it to my shop...... a vw/audi shop, they def know its supposed to be there......

Yeah man, buy another front sway. It's the better way to go.
I got my WRD endlinks used for $30 or $35 shipped. They didn't solve the problem completely but improved it dramatically. It's a very rare occurance when it does rub.
I got a 25mm Neuspeed fsb for $75 picked up. Going to install that ish soon and I should be all set

Point is, look around and you'll find a good deal haha. Try the endlinks for now.
