I have a set of Nexen 195/45/15 on some BBS RM (2"lips) and currently they stick out beyond the fender of my car.
I thought it would sit flush as I had seen in previous pics. I came across someone with the same civic (just that his is a hatch, mine is a coupe). And his are fine.
He has BBS RM w/ 2" lips, however, he has Toyo Proxes 195/45/15. His sits pretty flush. On mine, if I were to SLAM the car, the front fender would sit on top (edge) of the tire, not on the sidewall.
Can same size tires across different brands have THAT much of a difference?

it can....
With my old race tires, we used to run 225/50-14 BFG R1's with no problem. When we switched over to Hoosiers, the 225/50-14 would rub. We measured the tires mounted on the rim, and the Hoosiers were indeed wider.

Both of the previous posts offer good solutions. I'll offer another. What's your camber like compared to your friend's?

THe other guy doesn't have any camber kit, neither do i.
We're all trying to figure this weird issue out.
Gonna get pics as soon as I can get my USB cable.

I've experienced the same thing. The most notable was when I switched from Pirelli PZero Corsa Systems to Toyo R888s. The width was 305 for each, but the Toyos were a full inch wider.
Tirerack has a column labeled 'Section Width' under each tire's specs and you can see how they vary between manufacturer as well as between models from the same manufacturer.

What kind of car is it? A lot of cars have an adjustment range for that from the factory.
NVM. See the pics.
Looks like offset to me. And the tire too, but mostly offset. And camber. He looks like he has about 1.5 or so degrees negative and you're rolling at about 0.

combination that he's running more camber and tire sizes do vary between brands.
As is common knowledge, falken 512s are smaller than pretty much anything fora given size
