The 9 cents in Iran is true and pretty funny. When you're a tourist you don't have a 'ration' card and are charged at the tourist price which is four times the normal rate. The locals look at you like you are mad fuelling up at 36 cents a litre and lauging your head off about it. We crossed the whole country for about $50USD

It says right on the chart, the Canadian city prices are as of this Wednesday, and the world prices given are based off of November 2010 averages.
