Assuming it's for an ABA. Just remove all AC and Power Steering components, replace water pump pulley with a VR6 water pump pulley and run a 6PK 1033 or 1035 belt (either should work). You will have to leave the AC evaporator in unless you want to remove your dash to get to it.
I personally ran a capped rack for years with no issues. I don't think a loop would help out too much unless you have a lot of fluid in your rack still. I also later switched to a manual rack to pass inspection easier, and there was little to no difference compared to the capped power rack.
take of the ac and ps pump, 12v vr pulley you can use an mk3,mk4 one. and then for the belt - if you go a parts place that demands you give them a vehicle - say its for a 1998 toyota camary v6 with ac. (What i did)
