Okay I have a hamster running on a wheel sound in the front passenger side of my engine compartment. I don't know if it's the belts or maybe the water pump but it just as this constant whine sound and I'm tired of it. It gets lighter once the car has warmed up well. Is this just a traditional VW sound or can I get rid of it. Maybe I'll just spray everything over with some WD40 <dripping sarcasim> No seriously does anyone have suggestions?

Sorry could not resist, I'll say try getting a small enough belt to skip the altinator and see if it persist.

dang, where's a bentley manual when you need one. the cam belt should only deflect a little bit when you push on it, shouldn't twist hardly more than 1/4 or 1/3, I think, someone correct me if I'm wrong. The other belts should be similar, not deflect too much (if you drew an imaginary line tangent to two pulleys like how the belt is connected and press in the middle, it shouldn't be able to be pushed more than 1/2 or 3/4 inch or so methinks). Too much tension is bad, it'll wear out bearings in the alternator and water pump and stearing pump.
I may need someone to correct me on the actual deflection amounts.
 
The cam belt should be able to turn 90 degrees when turned with two fingers.
Check the inner water pump pulley, it rides on a friction clutch that wears over time. The pulley is like 60-90$ new depending on where you purchase it from. I would start there, then move on to power steering and alternator.
