I drive a 96 B4 2.0L sedan. I know that 16v Passats do exist somewhere out there, I can't seem to find out if they were ever put into the B4's

None were available in the USA, I don't know about the rest of the world. I don't see why you couldn't mod one in though. The biggest obstacle would be getting the electronic injectors into the 16v intake manifold but that wouldn't be that big a deal overall. I love my 16v motor in my B3.
