Depends....there was a switch-over in '89. My Bentley shows when it was but it's out in the car and it's cooollllld outside so I'm not going to go grab it. I think it's after Jan '89 manufacturing date that it goes to CE2....that or you go by the VIN number.
If someone else hasn't got the exact answer by morning, I'll get it out of the book.
*page 35 in the electrical section, guys* can't believe I know that.....

this is a car i'm looking at, but it's outta state and the owner isn't sure...

Scary part is, SHE'S RIGHT.

Anyway:
Fig 13-4 January 1989 (VIN 1G-KW400 001) through 1992
Jetta fuse/relay panel.
It's also on p33 btw.
