1998 Jetta III Wolfsburg - Window Clicks but won't go down

Is this the familiar failed regulator? I thought most people had their windows drop down and stay down.
I took it all apart to check it out. I can't budge the regulator with the window up. I assume that I must have the window down to get the regulator out. How do I get the window down if it does not work on its own?
Is there any other explanation of why the window would click but not go down? I hate to replace the regulator and have it still not work.

to get the regulator out i think you have to take the window all the way out - thats where those two holes in the door come in. i would suggest a bentley or haynes if you haven't already got one - it can get messy w/o one....
also, does your power window button light up green at night like it should? if not this may mean your wiring harness is damaged (happened to me on both rear doors) and you will need to either repair the bad wires or get a new one alltogether....
