Someone can probably give a more technical reason, but I seriously doubt it. Part of the reason it took so long for VW to get the 24V version of the VR6 working is because of cooling problems around the head with all those valves. I doubt it has the same water channel layout as the 12V, so the head just wouldn't match up right.
