Remove the fan switch plug and jumper from the center to either side, if the fans don't come on it's either the fan motor itself or the FCM.

Fan switch should have three of the same gauge wires, or at least the ones I've seen do. The center should be constant 12v or straight to ground, I can't remember which it is off the top of my head though.
