They adjust height. You can adjust them while on the car w/ spring compressors, but it is more trouble doing so. Just remove them, its safer that way. By leaving them on the car, your spring can turn and it will be very difficult to make sure it is seated correctly at top.
I have H&R sports and everyone knows about the "front looks higher phenomenom". I raised my rears and now the front and rear gap is even. It's raked a little but I like it.

Even wheel gap among the front and back wheel wells is precisely what I want. Do you have it the rears at their highest setting, or in the middle setting?
I'd like to set them before I get them installed, because I figured it would be more trouble to do so later... and your comments confirmed my concern!
