I turn off the A/C fan yet I still get air flowing through the vents. This is with the windows down. It doesn't seem to blow air when the windows are up and the fans are off.

Is this normal?

Yes. Just because the fan is off doesn't mean air doesn't flow through the vents.

With recirc on you've closed off outside air.

C'mon dude. Physics.

I know, but other cars like Audi's and Bmw's don't do this. Once you turn the fan off, no wind comes from the vents.

You're aware you bought a Volkswagen, right? If you want a car that does Audi or BMW things, you should buy an Audi or BMW.

With fan off and windows up you should get little or no airflow on modern VWs, you may get a very small vol at speeds higher than say 40/50 MPH.
