Did you even read the original post? He described a situation in which it clearly would have been useful to use the horn when the car was not on: To prevent an old bag from backing into the car. For clarity's sake here it is again for those that can't read:

I think the OP's complaint is fair. There are situations when you'd bein the car with the car off when you'd like to use the horn such as the scenario described by the OP.
Is there a good reason why the horn should be disabled when the car is off aside from the horror

It doesn't matter that this is how VWs are, it's a valid complaint.

Extremely rare instances of saving your car from being damaged an old fart with no ability to navigate parking lots outweigh the possible minor embarassment of accidentally honking the horn, IMO.

It's brilliant German engineering imho.. because that ONE time a little old lady is trying to back into your car, you can just calmly sit there and let her destroy your front bumper.. So then you go buy a new $2000 piece of plastic.. I mean bumper from Volkswagen.

Just wire it into the cig. lighter/ pwr outlet ... it has constant power.

Do you guys not have insurance ? Its purdy clear whos at fault, and it not like any real ( personal ) damage would occur in 5mph accident / "fender bender ". ( unless you are standing between the 2 cars... )

what im saying is.
volkswagen isnt going to make a useless feature useful for the one in a million occasion.
hey i need windows and doors that wont ever leak a drop of water into the doors for that off chance i drop my car into a lake, sound good?

It's a tradeoff.
On most European cars, the horn doesn't work when the ignition is off.
On most Japanese cars, the clock isn't displayed when the ignition is off.
Which of those two are more likely to cause you inconvenience on a daily basis?
And speaking of which, I'm surprised that on some vehicles, the odometer isn't displayed when the ignition is off.

almost all vehicles made within the last 5-7 years do this and its a pain in my ass since i have to record mileage on vehicles at work. Chrysler (iirc) displays the miles for a few seconds when the door is opened, but nearly every other car you have to turn the key. even worse are the vehicles that tell you a door is open where the miles belong. soo frustruating http://****************.com/smile/emthdown.gif

Same here, although 3 of my cars were Hondas, thus its probably just something Honda does, and the other was an old Datsun 810/Maxima.
I didn't know any cars disabled the horn when it's switched off. Do other cars disable the brake lights too? That's another thing I know works on my Civic and S2000 at least - the brake lights still come on when you hit the brake pedal, even when the key is not in the ignition.
