Usually not. What comes out of the tailpipe is not the only requirement of passing and obtaining a California Air Resources Board (CARB) excemption.
In an nutshell: In order to pass a referred automobile, the installed engine must have all unaltered emissions equipment for the year of the engine currently in the car. Example: If you have a 1987 Golf with a 1992 16V, then your Golf has to have all of the 1992 ignition and emissions installed and everything must be functional to 1992 CARB standards. If you have aftermarket items installed on the car, Each item must have already recieved a CARB excemption number which should have been obtained by the manufacturer prior to you purchasing the product. These items usually come with stickers for you to display under the hood with the proper excemption #. If it does not, it will be labelled as "Off Road Use Only" A non-authorized aftermarket part will fail visual if the inspector is savy enough to identify the part. If they overlook your aftermarket item, then you receive a pass until your next inspection.
Headers unfortunately, are quickly and easily identified by astute inspectors. The sound makes them difficult to conceal. If you don't have the CARB excemption sticker under your hood for your headers, they will likely fail the car and reject your certification.
