I put on H&R progressive rate springs on a couple of weeks ago. I noticed that the closer (stiffer?), bottom coils on the front literally touch each other, one resting on top of another . Doesn't this completely defeat the purpose if having progressive rate springs when the progressive part doesn't spring at all?

Those coils are called 'dead coils'.
Their only reason in life is to keep tension on the spring perch/hat when the shock is fully extended. Don't worry...you didn't get jipped.
They are progressive rate springs. Trust me.
