1: Use dental floss and goo gone or bug and tar remover.
2: If you are planning on putting a new badge on, then tape around the old badge and use it as a guide for the new one.

Hey Mike... I should add... used waxed dental floss... and rather than goo gone (stains some paint) or bug remover (NOOO!!!! asking for trouble) use Meguiars Scratch X... works much better... plus I have it in my car...
