Surging is typically related to a bad N75 or some sort of leak. Start with a boost leak test (AKA, pressure test), followed by swapping in a known working N75, and finally examining for exhaust leaks (hint: Seafoam).

EDIT: And no, your DV is most likely not the issue unless it's leaking.

Just need an air compressor, a soup can, and a couple fittings.

There is a DIY around here somewhere, but not sure if it's been brought over from the old software yet. Search around the 1.8T tech forum for 'Pressure test' or 'Boost leak test'.

The increase in boost pressure from just getting chipped could have opened up a small leak that was not noticed prior. The n75 could have been on its way out before being chipped and just failed after the stage 1 flash. you can also vag com your car to see if any intermintent codes come up that would have maybe not triggerd a cel
