Going in to the block or the head? With the head you'll have to be a little more careful but either way it's the same procedure. If there's some of the bolt hanging out still then PB Blaster and a pair of vise grips usually does the trick. Of not you're going to have to drill the center out of the bolt and use an EZ Out on it. You MUST drill it straight or you'll have more problems than what you want to deal with. If the EZ Out doesn't work, tow it to a machine shop. I'll get more in to the details when I have more time.
