Car honks when locking car with fob, but doesn't honk when pressing steering wheel button

I was driving home from work this morning, and my buddy let me pass him. I tried to honk at him and all I got was a click noise from the center of steering wheel. Figured a blown fuse or something. When I got home, I locked my car and the car honked. Can it still be a fuse?

I found a fuse diagram from a older post, figured out where the fuses related to horn are, pulled them, didn't see any burnt ones, put them back into the correct spot and now, I have lost all horn noises. Before I used to get the horn beep when locking the car. Now I just hear the locks engage.

I tested every fuse with a multimeter and they are all good.

Any ideas what is wrong with my electrical.

On a side note, I have weird issues with my lights, I typically change one of the 4 H7 headlight bulbs every 6 months, also the left trunk taillight was blown as well, and the dash notification was telling me this too. Started the car up last night, turned on my lights, and the orange warning light was gone, checked out my taillight, was back working again.

Lots of weird electrical issues going on with this car.


UPDATE:
I simulated a "break in" by rolling down window, closing and locking door, and then reached in and opened the door. The alarm/honking worked.
Stopped alarm by starting the car. Shut down car. Locked car and now it honks when being locked.

But the steering wheel horn still doesn't function!?!?

I don't know...
