detach speedo cable (under the hood)
remove steering wheel
remove dash peices and bezel
remove plugs from bottom of cluster
push the cluster down and pull out
remove speedo cable and vacuum line
that should be it
only tools required are a 24mm deep well socket and a phillips head screw driver
that's how it came out on my '85 GTI, i don't know if it will be the same for your jetta but i would assume it would be really similar.

you probably could, but from experience, it's WAY easier with the wheel off, getting the cluster out is a PITA, make it as easy on yourself as possible, taking the wheel off only takes a minute and like i said is definately worth it.

Ehh, i've done it twice with the wheel on, wasnt too bad.
But i do agree, you might as well take the steering wheel off if you can. If you cant, no big deal you can still get the cluster out.
