How do you mean? Upgrading a TDI to CommomRail? Not possible at all. It is a completely different injection system, far to many parts would have to be changed. Also, the CR-System is always custom- made for the engine, so it is highly unlikely that someone will offer exactly the parts needed.
Last but not least, VW have nor plans to go for CR at all. They prefer the Pumpe- Düse - System for the current 3 and 4 Cylinder TDI’s, also the V10 is Pumpe- Düse. Only Audi uses a CR- System for the V8 TDI.

I thought it was supposedly more efficient than the injection pump design?
I was actually waiting for VW to convert over before I bought my TDI but I was tired of waiting, that and if they ever did i'm sure us US people wouldn't get it.
Kind of like the 6-sp AWD Golf TDI's that Euro's get... etc, etc.

VW is not heading towards common-rail injection, they are heading towards pump-nozzle injection (otherwise known as "electronically controlled unit injectors").
The P-D engines are not significantly different in terms of efficiency. They ARE better for emissions ... IF they are operated on the proper fuel. The distributor-pump engine is more easily "tweaked"
and you can roughly equal the performance (if not the emissions characteristics) of the newer engines if you do the right things.

My understanting of it all is that the PD units have a separate fuel pump sat on top of each cylinder. This means fuel can be forced in under high pressure at the exact amount/speed.
This in turn means that its able to operate more effectively as its got so much control.
The downside is that they're very slightly noisier than the standard distributor pump engines such as the 90hp unit as theres more mechanically going on in there. The Upside as I've found from driving em is that they are exceptionally torquey!!
