I think a good size 18 for your gti would be the same as for my Bug. 225 40 18------That's the tire size.Wheel size would be 18 x 7 or 18 x 7.5.
As for lowering, you'd be better off not going lower then about 1.5 to 1.75". Lower then that and you'll have alot of trouble with bottoming out on crappy roads.
