still check the relay on the fan shroud.
i had the same problem on my 16v swapped jetta. happened out of nowhere one day. it just quit working.
my solution, after all else failed, was to plain and simple run the fan to a switch inside the car. i ran it to a stock fog light switch, b/c of the two postions the switch has. i use one for the low speed and one for the high.
it takes some getting use to driving that way, and making sure you keep an eye on the temp gauge, but now i wouldn't have it any other way. in fact, i still find myself looking at the temp while driving my 97' gti out of habit, and that fan works fine.
