Well first of all, let me just say that the following situation is purely hypothetical.

Say you were driving down a secluded back road (just woods.. no houses) doing about 95mph in a 30mph zone. You come around a slight turn and BAM! there's a cop driving down the road. Even though you slam on your brakes the second you see him, he still saw you come flying up behind him. The cop puts on his turn signal, pulls over, and lets you pass. By the time you pass him, you are going the speed limit. The cop gives you a dirty look, but doesn't pursue you. Obviously the cop saw you driving waaaaay too fast, and probably pulled over to get your plates. However, you were not pursued, and you have not heard anything from the police department. Now you are sitting at home, typing this, about 5 hours later. At this point would there be any chance that anything bad could come of it?
You are fairly sure you are O.K., but it is so hard for you to believe that you could do something so blatantly (go to jail) wrong in plain view of a cop and have nothing bad come of it.
Again, purely hypothetical.

Hypothetically, if he wanted you, he would have taken you then and there. Nothing like the hypothetical scene of the crime to apprehend the hypothetical miscreant. In this case, you're very lucky that he hypothetically let you go.

PA cops cant use radar unless on a state road and they are a state trooper, further you were not racing anyone so no racing fine. You also most likely didnt do anything that was a obvious reckless offense, like screaching or going over the double yellow. So he took down your number to run it "stolen, history, other issues" and let you go since he didnt have enougou and have it hold in court. Thats my take, or he just figured you wouldnt speed anymore that day after seeing him, and had better things to do that day than pull you.

Quite simply , NO.
Why ?
Because at this point there is no way for the police officer to charge anyone as its impossible to verify who the driver was.
At the VERY WORST, the cop may recognize you a few days from now and give you some "friendly" words of advice on what not to do and in front of whom but that's it. Years back I cut off a guy who was being an ass for not letting me pull in when I needed to change lanes. A minute later Mr Dick is pulled along side me waving his cop badge and motioning me to pull over. He asked for my drivers permit and told me I was getting every charge he could drum up when he went back to the police station.
Net result = 0 . I was a little freaked for a few hours until my friend [who was in the car at the time] told her dad what happened. He laughed and said the same thing happend to him and he never heard about it again either.
Just take it as a warning from above to take it down a notch.

I don't think I'd have pulled over if he was driving like an ass and now waiving what may not even be a legitimate badge. Let him call a marked car to pull you over for what, nothing really? I've been yelled at by a guy who tried to move over in front of me when there wasn't room, and I didn't make room for him. I think he threatened to call the cops, but I wasn't too worried.

Heh. I had a similar one. I blasted by an off-duty cop in I-95 in philly. Let's just say that I might have had the speed limit and the highway number confused. He was in his (presumably) personal vehicle, a black BMW 318ti.
I discovered he was an off-duty cop when he pulled alongside me right before my exit, waving his badge at me. He was also wearing a philly cop uniform. He was waving and yelling and motioning for me to pull over.
I was in the exit lane for the Betsy Ross bridge, so I just shrugged at him and went on my way. He did not pursue. Oh well.
Of course I never heard anything from it.

Of course, under our new exciting Aggressive Driving laws that keep
popping up here and there around the country there's almost no
end to the ways they can violate your rights. Things like
letting citizens call the cops and have them harrass you
when you get home. In your case he could have probably
pulled you over for reckless endangerment (I've been pulled over
and given the speech after I was seen rounding a corner
quite fast at a distance, and then slowed right down), and the simple
fact that you did catch up to him in a flash means he could
quite easily prove that you were going faster than the
speedlimit, if he was driving the speedlimit as well. They don't have
to use radar. They can give a ticket based on a visual estimate of
speed, if so trained. Can he do anything about it now? No. As others have said
said, there's no way to be sure you were driving the car at that time, now. It might also
work the other way too in terms of you being able to identify your accuser.
That's a big part of why photo radar is unconstitutional and
was suspended in Colorado recently after the state lost a court case, and may
get struck down completely, and if so, they'll end up having to refund something like
6 million dollars in fines. ha ha..
BTW, I remember getting a ticket for 50 in a 35 once after the cops
had, unbeknownst to me, been chasing me down a twisty road (where I
was going between 60 and 70 the whole time), in my dad's
Datsun station wagon. They saw me bolt up a side road off
the highway and followed from about 300 yards back. They
caught up 5 miles down the road in somewhat of a tizzy.
I think they gave me the 50 in a 35 because they figured
there'd be no way to prove that a Datsun could have been
going 70mph on that particular road.
Sorta like
the guy who had his case thrown out for going 110mph in
a Pinto. "But your honor, it's a Pinto."

It was a tough call. I was 21 adn a little les knowledageable. As well, he was driving a mid size american car so I wasn't really sure if he was in an 'unmarked' so I didn't want to make things worse.
I did lock my doors , kept the car running and never opened the window more than a crack. He was pissed that I wouldn't lower the window, I think he wanted to sucker punch me. When he approached me he flashed me the badge so before I handed my id over I told him I wanted to see the badge a little longer and he had no problem pushing it up into the window.... not that I or anyone else on the planet can tell a real badge from a fake one.
I remember thinking , if I saw anything else in his hand or saw him reach I was going to drop it in 1st and peg the gas. I was more concerned that I was in Quebec at the time and the FQ was rather well known for "taking the law into their own hands " which was encouraged from the chief down. Hence, me not rolling the window down more than an inch.
The guy really was an ass. I clearly put my indicator on to turn and he sped up a few times to cut me off. I had my '89 Supra turbo at the time and after the 3rd try I dumped it in 3rd and blasted in front of him. Should have just kept it pinned I guess. I really thought about doing that when he was along side me but you can't outrun the radio and I didn't fancy my shiny red car getting rammed off the road by ********.

That hapened to me once, except the chasing officer was a rookie in a small town so I was arrested at gunpoint when he caught up! He got suspended then lost his job shortly after...

They don't pull guns where I live... too much paperwork and not enough justification
But they do know how to yell.
Before I bought my Jetta I had an '88 Mazda 626 Turbo. Was really an MX-6 turbo with a 4 door body. I was picking up a friend to go fishing and was late so naturally I took advantage of my FI to travel back in time. I apparently did this in plain view of an unmarked Corsica... there was nothing behind me and as I rounded the last corner I saw this Corsica understeering almost into the curb [shucks!]
At that moment I noticed the tiny little detective's red light flashing on the dash and thought to myslef "Boy am I going to pay for this one" The cop was M-A-D ! He first words were "Do you know how fast I had to drive to catch up to you ? " This was a 60km zone by the way [40mph] . I thought "Hmm , if I'm driving 140km's [90mph] and he was accelerating on me ...... carry the 2...." and responded
"Ummm, no."
170km's + ! He let me know in now uncertain terms. Things actually worked out and for some reason he was amused that I was speeding because I was late for fishing [ I had all my tackle boxes and rods in the rear seat ]
In the end he gave me two token tickets neither mentioned triple digit speeds and made me turn up for car inspection. Two weeks later at inspectino he was joking around with me and wanted to see what the hell I had under the hood that made my car so quick. He wished they gave him one of those for undercover work instead of his crappy Corsica.

Well, hypothetically, we all like to believe cops are a pillar of justice and truth. Well that's B.S. I've known more cops who break traffic laws a whole heck of a lot more than your average motorist, or even nonaverage for that matter. Perhaps you came upon the cop just as he was getting ready to test out his cruiser's capabilities on this nowhere back road... could be you caught him in the act and he pulled over to make it look like he was doing some important police business... In any case, I wouldn't sweat the details... if he wanted your head it would of rolled right then and there.
People have some balls though, I always see on the highways here a cop doing the typical cruise the fast lane at 80-90 mph, because afterall they are all superior drivers and could all handle a blow out or emergency manuver (Like someone making a lane change without looking, lets face it, it happens all the damn time) at that speed

Anyway people will cruise right along behind the cruiser at 80-90 mph like they think he can't see them on his bumper in his rear view... That's a risk I wouldn't want to take.

I came over a hill and out of a curve on the interstate in Hawaii (H2?) one time at about 100 mph. There were about three cops on the side or the road and one had a radar gun aimed at me. I was all over the brakes and the guy with the radar couldn't get a good reading (constantly changing). By the time I got withing 30 yards of him, I was doing the speed limit. He just gave me the slow down sign and let me go. I think the law (there and at the time) was that they had to hold the same speed on their gun for 3 seconds.
I also got pulled over once for speeding (I was late for work) and the cop let me go, but told me to go to the station after work and get a written warning. Ha! If they don't nail you on the spot, you're home free. I did not go to the station after work.
