Whats exactly is the difference between the 2 sizes. I know one is 1 inch thicker, but they both would take the same size tire, right? Would I be sacrificing alot of handling and traction (this is my main reason for upgrading my rims) by going with 18x7's? Thanks.

The difference is 1". Yes, the tire is stretched more on an 18x8. The rest of the differences between the two really depend on so many factors
1. Offset of the wheel - an 18x7 with the right offset could to fill the wheel well more than an 18x8 with less of an offset. Sure it would be 1" narrower, but not in appearance. And the design of the wheel itself can make a wheel appear wider (lip depth and girth, etc.)
2. Weight of the wheel - If you had an 18x7 and an 18x8 made of the exact same material and both used the exact same design, then the 18x7 would weigh less. But a cheap (assuming the cheaper wheel uses a heavier material) 18x7 wheel could weigh more than an 18x8 with a different design.
3. Contact patch - the amount of rubber actually hitting the road is greater on an 18x8 is greater than the amount of rubber hitting it with an 18x7. Does this mean greater traction? Maybe. There are so many other factors that would determine this; offset, particular tire being used, etc. etc.

Maybe it would help if I specify that I am looking at TSW Trophies. Also, I am a little confused on what you mean about the rims offset. I've never really been into rims so I am a little clueless. Thanks again.

TSW Trophies 18x7 need spacers to clear the calipers (at least in my 2001 GLX Jetta, and some other guys GLX GTI). TSW provided me with longer lug bolts and hub centering spacer rings. They are heavy wheels, go for the smaller (18x7) rim.

Offset is the distance from the Centerline of the wheel to the wheel bolt up face (the part of the wheel that contacts the car's hub when you attach the wheel). It is measured in millimeters. Tirerack has a page with a cool diagram: http://www.tirerack.com/wheels/tech/offset.htm
