I noticed that the black plastic diaphragm type of piece that sits underneath the rotor, is a little worn. Where can I find a replacement? Do they come with replacement cap and rotors?

It is a protector to prevent contamination of the HAL sensor (keeps carbon from falling into the sensor). You can run without it if it is really damaged. Available at the dealer as a separate piece, and no it doesn't come with the cap and rotor.

Yes....I would not operate the car for long periods of time with this peice missing..as it does protect the hall sensor from damage...As a matter of fact I see many posts about failed hall sensors in here and I can bet that stray electrical energy or metal particles or carbon shorted the hall sensor out probably from this peice not being there....make sure you replace this part it is small but will save you an expensive repair...later.
