Because it is specified cold.
Warm temperature is difficult to predict. Depends more on how you drive what the tires warm up to over ambient temperature.
Cold is actually ambient temperature, so we want to establish the inflation pressure at ambient temperature. That's what's spec'd on the placard in your car.
You should also check the pressure when the weather changes, particularly when the weather turns cold.
