'95 and older is OBD-I. You could do flash codes. They wouldn't tell you anything very specific tho.
'96 and newer is OBD-II. You need a tool. You get codes that are really specific about what the problem is but there are so many different ones it would be rough to read with flash codes, so I'm guessing that's why they didn't do flash codes anymore.
