Yea, alot higher number, they basically just test the engine to see what power and torque it puts out on its own... once in the car, you have a much lower reading because you have to send the power through the transmission into the axles to the wheels to the ground and causes a drag on the engine... when they do engine dynos, they can dyno it for both in car and out car tests, with the in car being, they make the dyno act as if it has a tranny, axles and wheels and is heavier to turn....
