i read that the new vw tiguan has two 4 cylinder tdi models coming out in 09.
can you swap out the ecu with the ecu of (for example) my 06 beetle tdi, to get that performance level?

no it uses the new common rail engine too
If you want better performance, get a "power" chip and see how you like it.

typically ECUs can not be transferred between model years, because of sensor changes, cluster upgrades, an other hardware configuration changes,
having someone chip your ECU or buying a ECU already chipped is the only way to go. (swapping ECU's may require VAGCOM or another tool to let the car know it is supposed to and allowed to talk to the computer,
