Today ( May 20 ) marks the 105th year of the first ever speeding arrest !!!

Jacob German, operator of a taxicab for the Electric Vehicle Company, became the first driver to be arrested for speeding when he was stopped by Bicycle Roundsman Schueller for driving at the "breakneck" speed of 12mph on Lexington Avenue in Manhattan. German was booked and held in jail at the East Twenty-second Street station house. He was, of course, not made to hand over his license and registration, as neither item was required until two years later in the State of New York.

At that time, I suspect breakneck speed is literal: If you are driving fast enough to spook the horses, who then bolt and throw their riders or toss the carriage they're pulling, there very well may be some broken necks.

It probably varies from state to state, but based on my experience three years ago in Maine, discretion is all that's truly required.

which is really much more accurate than the hourglasses they used in the past.
