It's a grounding strap, to electrically ground your hood.
Breaking it *shouldn't* cause any immediate problems, but might possibly leave you open to some down the road.

I've heard tall tales about people getting weird interference problems with their ignition when that's been broken, but I don't put any stock in those stories.
