I would go with a custom exhaust or something like a Dynomax, get the aluminized one rather than SS and save 100 bucks or so. I priced out one of these exhausts a while back at like $250US, but even that was too much to spend on this POS - heh.
As for shocks, go for Bilstein or Edelbrock, I'd go Bilstein but a lot of people like the Edelbrock valving better.
Also get an Explorer Express rear sway bar, it's supposed to do wonders for the handling.
I have none of this stuff, so can't comment first hand on how any of it works.

If your steering is that loose, I would recommend replacing your bushings. I know there are urethane ones on the market, should you choose to go that route.
The truck has a front sway bar already, the rear one stabilizes the live axle around corners. I don't think you will find an aftermarket front, never seen one.
Problem is all this stuff is way too expensive for such a crappy car.
