HELP! Sister's car won't start!

My sister's 2000 jetta vr6 won't start. When you try to start the car the dashlights blink very quickly and when I opened the hood, it sounded like there was some sort of fluid flowing throughout the engine. Please can someone give me any info on this and thanks ahead of time for any advice. Help a fellow vortexer out
