Anyone have any experience with this? I searched and came up with a possible faulty hood sensor, but would this cause the windshield washers not to work?

Yes. When the hood is open, it disables both the windshield washers and if you have headlight washers, those will not work as well. Sounds like you have a faulty switch in the hood release. Also, your alarm probably isn't arming since the car thinks the hood is open.

how difficult is it to get at for replacement?

Very easy, prob about 5 mins if you know what you're doing. Take off the front grill, take off the 3 torx 30s that hold the hood latch on and take it out. Well along with removing the harness connector and hood cable
