How do I clean the inside of my Headlights?

The inside of my Corrado headlights are cloudy. It's not condensation because I tried sprying some windex in and when they dry it comes back. Any ideas?

If they are plastic .. Mcguires makes a plastics polish .. I have used it on helet sheilds that are sand etched and it works

It's on the inside of the lenses, I have the same problem, polishing the outer side does no good...

maybe remove the healight, then using a towel and chopstick??
