How do i know if its bad? does it affect vacuum if its toast? I still only get about 4 in. Hg's of vacuum at idle, and ive changed all the vacuum lines and made sure they are tight and snug.
Car is early 90 G60 with NO ABS. thoughts?

Pull the rigid plastic hose connector off the front passenger side of it, vacuum test it, watch for leak down with the tester vacuum guage.
You could also leave the hose in place, cap/plug all ports, then test it. Just remember the rigid pipe has the check valve in it so it should hold vacuum after the first time.
Make sure the gasket at the master cylinder/booster interface is still functioning well and that the MC is not loose before pronouncing it bad. You could even do a low pressure test on the booster nad use soap/water or leak detection spray to check for gasket leaks.
My guess is you have a leak elsewhere, but it is just my opinion, I haven't seen it in person.
