2 part post: a story and a aim convo...
story: my gf just got her permit, and likes to drive her friend's car. Friend is 18. PA rules say that a "instructor" for a permit holder needs to be 1)21 years of age, 2)5 years or more driving experience.
I keep telling my girlfriend to stop doing that. She never listens.

conversation:
Gf: so...my friend Bob let me drive to downtown and back last night and he said imi a really good driver
Gf:

Gf: i drove with Clara everyday

Gf: Atlantic City and back like 4 times

Gf: i took 10 lessons

mad8vskillz: what you call "EXPERIENCE" doesn't even cover the hours required for the permit period
Gf: whats ur proposition to the issue?
mad8vskillz: drive with a person who it's legal for you to drive with until you get your license
mad8vskillz: then get a license, get insured, get your own car.
Gf: who would be that person?
mad8vskillz: after that, every mile you get is considered experience
mad8vskillz: as per rules:
mad8vskillz: over 21, with more than 5 years of driving experience
mad8vskillz: daytime only

mad8vskillz: also, no passengers can be in the vehicle other than the "instructor"

mad8vskillz: driving your friend's cars is not only stupid (i.e. pulled over) but also dangerous
Gf: i took 10 lessons each an hour and a half, thats 15 hours and the rest was with clara
mad8vskillz: and you're 100% more likely to crash someone else's ride than your own

After about 10k miles, I think time is a better factor than miles driven.

I have had my license for 6 years and I really don't think I have driven more than 40k miles.

It took me about 3 years of driving to really feel comfortable in ANY situation I could get myself into. By that time I had probably driven about 50k miles. IMHO the only way to get experience is to experience the situation

personally i think it's miles (since i know a ton of "grocery-getter" moms who have had licenses for decades and drive to the store and back once a week totaling about 3k miles a year and can barely pull out of their driveway without hitting anything)

i would say experience doesn't come with miles but, with condititons. you can drive on a open country road in the middle of a desert all your life and as soon as you tread into a city or populated you are no longer experienced.

exactly, its more about logging hours in the car on different roads, conditions and situations than say a straight 15K mile drive on freeway

Basically, that's about 1/10th as stupid as all the crap I pulled AFTER I got my license. I'm pretty sure the cop that gave me my first speeding ticket actually nabbed me WHILE I WAS STILL IN THE AIR!
That said, in my opinion, nobody is mature enough to drive until they are 18, at least.
And nobody is a "good" driver until they've driven for....ohh.....200,000 miles, in varying traffic and weather conditions, and have PAID ATTENTION for all 200,000 of those miles. My mom has probably driven a million miles, and she's still totally clueless, because she doesn't pay attention.
Track experience is a plus, but not essential.
I have to say though, your GF is probably right. Even though she doesn't have her license yet, you're probably a bigger risk in a car than she is.

She may be a descent driver but she's going about it the wrong way. I don't see experience with mileage. I'd say it'd also have to do with how've you've dealt with situations. I can see people who have driven 100,000miles to church across the street and back, that doesn't mean they are Colin McRae.

That is a good point, I was thinking more along the lines of people getting their license at 16.
I think a lot of people will always be bad drivers no matter how old they are or how far thet drive.

i failed my driver's license test for speeding

to myself yes, to others much less of one. I may one day trash my car against a telephone pole going 80 in the middle of nowhere, but i pay a lot of attention and drive much calmer around other cars and with passengers.

Sounds like getting a liscance in PA is a PITA now. I have driven cross country 5 times but I think Highway miles are easy. Tell her to do some laps of Manhattan for her instruction period. Hwy miles to get there and back puls tuff arse city drive'n

It can't be purely determined. Defeintely not by miles alone, anyway. Would imagine someone who goes through the variying traffic conditions of a metropolitan area may hve different expereince then someone' s who's only driven in the countryside, or someone who purely drives unfettered highway miles, versus someone driving in stop and go in the city.
And hell, carrying the mail I may only drive 20 miles a day, but I'm driving for over 3 hrs at a time.
