How much does a 89 jetta GTX worth?

I saw a 89 GTX last night. The car is missing the original recaro seats. (replaced with cheapi seats)
The driver side fender is hit needs replacment.
Needs shock all around
The hood is damaged needs fixing
The engine is OK.
Engine is leaking oil
Looked to me fake BBS. The BBS lable was a stick on!!
Tires are gone.
Paint is in bad shape,
surface rust spots all around the lower panels.
Is it worth buying? I was thinking $800 would be a honest value for this car.

I think thats taking a bit of a risk, sounds as though it has been beat up pretty good. Is it a salvaged title?

The owner warmed up the engine before I got there. I am sure there is majot valve sound or the engine is very rough when cold
