A voltage test would confirm the state of the wiring to it but not the condition of the pump, the best way is to remove the fuel pipe at the tank (pressure side) fit another piece of pipe and run that pipe to a large bottle, then run a 12 volt feed to the pump.

huh?

i always just have somebody plug it in and out while i stick my head beside the main pump to see if there is any change in pitch from it. if there's a change, the intank still runs, if no change, it's dead.
he's saying to stick the pump in a bottle of gas and hook it up to 12 volts to see if it pumps anything.

No i'm not
im saying run a pipe from the outlet from the pump, you don't need to take the pump out.
