your problem is common on '96 and some other year VWs. "Normal" so don't be too alarmed. I used a rag and patience to mop out the goo. Get a re-breather kit for ~$150 or just mop it out. While you're getting dirty check your throttle body. I bet it could stand a cleaning.
Biggest downside is it could eventually mess your MAF.
